Beginning close to the ankles, the skirt of this dress is knit from the bottom-up, beginning with a fun, lacey leaf stitch to give the bottom a decorative edge, and then continuing in long, spiraling lace stripes all the way up to the empire waist.  The top is then worked separately in a crochet shell stitch, and tied around the neck to make an easy, adjustable halter top.
